Web-Enabled E-Governance through Software Defined Network (SDN) and Virtualization

ABSTRACT

‘E-Governance’ is one of the best examples where ICT is used to define and access government practices as well as to determine the relationship between government and society as a whole. A network such as WAN, the Internet, or mobile computing is a prerequisite in order to access, interact, deliver and manage government services through e-governance. In this paper, we first develop an intranet model for e-governance. In the next step, we extend this to the internet-based E-governance model so that interaction between the e-governance model and its clients is possible and vice versa. This traditional model of e-governance encounters a lot of issues such as high consumption of network resources including extensive use of network servers, use of different applications and OS because of heterogeneity of network devices, low utilization of client-side resources, etc. Therefore, we further modify this existing model to an Internet-based e-governance model with a cloud. This web-based E-governance environment based on the concepts of virtualization coupled with the Software Defined Network (SDN) superimposed on the traditional network may solve most of the issues faced by the previous model.
