HISTORICAL PERSPECTIVE OF TORTURE

Through the ages, people have been organizing themselves into associations of an ever-increasing size to nurture common individual interests. Within these associations, the people surrendered themselves to the authority of the ruler whom they choose. As a result of the power and legitimacy placed upon such a ruler by the people, he or she is able to administer the region by assuring the maintenance of law and order. As a result, the monarch has a moral and legal obligation to provide proper protection to the people.

The people, by coming together, formed a formidable and unified entity with various attributes; for instance, guarding against any external aggression, maintaining law and order within the society and ensuring a conducive atmosphere for peace and harmony and common good.
