Policies for Managing Electric Vehicle Parking Lots: A Case Study

ABSTRACT
The growth of electric vehicles (EVs) has brought new opportunities to the transportation sector. However, planning and managing EV charging infrastructure remain a challenge. This paper investigates how EV-enabled parking lots, equipped with chargers, can implement parking policies that satisfy both EV owners' needs for charging and the parking lot operator's goal of profit maximization. The study suggests three parking strategies that are meant to accommodate both electric cars and conventional automobiles with internal combustion engines. The policies are evaluated through a case study in Melbourne, Australia using real-world data and simulations. The results suggest that a dynamic parking policy, which utilizes advanced information technology and charging infrastructure, often outperforms the other two policies by maximizing profit and minimizing the risk of cars being rejected. The paper's conclusion suggests a technological roadmap based on the three rules for converting parking lots into smart, EV-enabled parking lots.
