INTRODUCTION
The Right of Children to Free and Compulsory Education Act, 2009 has come into force with effect from 1st April 2010 in India which is a landmark in the history of education. Under section 21 of the RTE Act 2009, it is mandatory for the constitution and functions of a School Management Committee (SMC) in all government primary and upper primary schools. The said Act assigns immense importance to SMC as a part of the decentralized structure to ensure the effective and regular functioning of the schools in which community members including parents have an important role. Essential provisions regarding the constitution and functions of SMC have been given in sections 21 and 22 of the Right Act 2009.
