ABSTRACT William Godwin (3 March 1756 - 7 April 1836) was an English journalist, political philosopher and novelist. He is considered one of the first Modern proponent of anarchism, and is also considered one of the first exponents of utilitarianism. His book "An Enquiry concerning political justice(1793)" a book of political thought, is published by Godwin; and is about the form of government, monarch, crime, punishment, Law and evidences. It is to attemp the tracing out that the application of the laws of general justice which may best impact to the gradual improvement of mankind or society. An Enquiry concerning political justice (1793) is a book published by William Godwin and it deals/describes about the form of government, monarch, crime, justice, evidence, equality and laws. To attempt the tracing out that application of the laws of general justice which may best conduce (impel) to the gradual improvement of mankind or society. It had mainly divided into the four following heads: provisions for general administration; provisions for the intellectual and moral improvement of individuals; provisions for the administration of criminal justice; and provisions for regulation of property. Government is abstractedly taken, an evil, an usurpation upon the private judgment and individual conscience of mankind.
