Ensuring No Child is Left Behind: Strengthening the Child Find Program in the Phillipines Education

ABSTRACT This study investigates the implementation and effectiveness of the "No Child Left Behind" (NCLB) policy in the Philippines, with a particular focus on addressing educational equity for disadvantaged students. Adopting a qualitative research design, the study employs semi-structured interviews, focus group discussions, and participant observations to gather insights from Special Educational Needs and Disabilities (SEND) teachers in Mati City, Philippines. Key findings reveal significant variability in the policy's implementation across different schools, underscoring the need for consistent administrative support and clear guidelines. The study identifies socioeconomic barriers and language and cultural differences as major challenges faced by disadvantaged students, which impede their access to essential educational resources. While standardized testing provides accountability, it also places undue pressure on students, leading to calls for alternative assessment methods. The research highlights the critical role of Individual Education Plans (IEPs) and specialized training for teachers in supporting students with special educational needs. The involvement of parents and the community is deemed essential for the policy's success. Based on these findings, the study offers recommendations for policy improvement, including increased funding and resources, policy revisions to address emerging challenges, and the adoption of more comprehensive and flexible assessment methods. These recommendations aim to enhance the effectiveness of the NCLB policy and promote educational equity for all students in the Philippines
