Gujarat's Technological Growth: The Role of Paradiplomacy

ABSTRACT Paradiplomacy has become a key tool for sub-national governments to promote economic and technological development in their interactions with international actors. Gujarat has emerged as a prime case study in how regional governments can use international engagement to boost technological development in the context of India's competitive federalism. The paper looks into the role of paradiplomacy in the technological transformation of Gujarat and discusses some of the important initiatives like Vibrant Gujarat Global Summit, Gujarat International Financial Tec-City (GIFT City), Gujarat Science, Technology and Innovation Policy, and Gujarat Semiconductor Policy. The study suggests that Gujarat has smartly capitalized on the global partnership, foreign investment and institutionalisation to build a robust technology ecosystem and draw advanced industry to the state.
