ABSTRACT

Secondary and medium-sized cities across the Global South are undergoing swift, transformative growth, frequently operating without the comprehensive master-planning and infrastructural capital accessible to prime metropolitan regions. In India, medium-sized urban centers represent pivotal frontiers of demographic change, economic diversification, and regional migration. This paper provides a critical investigation into the spatial expansion, infrastructural vulnerabilities, and governance trajectories of Hisar, an important educational, administrative, and industrial city located in western Haryana.
